The chords you play, and what octave they are etc all matter. It won't be easy finding a synth that makes vaporwave the moment you hold down a note. How you use the synth is more important here. I guess a number of effects, but you're probably asking about a barberpole phaser, which is a phaser that sounds like it is constantly moving (usually upwards) but never reaching its destination. Please post this in the pinned Producer's thread, we don't need a new topic for this.
Experiment, play with different effects, synths and learn how they work and how they react when you change things. Look at different DAWs and find what works for you.
